can you submit common application to another college after submitting early decision agreement and application to a college?

As long as the second app is regular decision or early action following the ED rules at the ED school, yes.

You may apply to regular EA and RD without any problem

Just want to clarify:

Even if a school is not SCEA, they may still have rules. Georgetown comes to mind, you can apply to other EA (granted non-restrictive), but cannot apply to ED. If accepted EA or you have not heard results yet (ie have not been referred or rejected) at Georgetown, you cannot even apply EDII anywhere else (you can do RD or EA elsewhere however, as long as its within the other school’s rules). There is not necessarily a clear cut line on what is “regular” EA. You will need to read each school’s rule on its website, but if there is no mention of any rule like this, you are good.
