UPenn requires the entire testing history to be submitted (all ACT and SAT scores). However, do they also want every single SAT II score? I ask because I got a 670 on Math II and I'm retaking it and will probably get a much higher score.

Also, I took the SAT once in junior year without any sort of preparation whatsoever, just to see how I would do. This was before I knew that UPenn required every score, or else I would not have taken it. I got a 2230, which isn't bad, but it doesn't compare to my 35 ACT (35 both times taking the ACT). What would happen if you don't submit your entire testing history? Would UPenn have any way of actually knowing whether or not you did? I really don't want to be dragged down by a SAT test that I took just to see how I would do.

You are way over-thinking this. Your SAT I, which you seem to have taken first, is equivalent to an ACT 33. A 35 is better, of course, but it’s not like those scores are in different worlds, and the difference reflects experience and preparation.

You need to send in all your SAT testing, because that is what Penn wants. It might be a different thing if you weren’t submitting SAT IIs, but you are, and you can’t send the SAT IIs without the SAT I, or without the first Math II, without violating the clear Penn policy.

Thanks for the answer! Honestly, I am overthinking this, but with college admissions everyone goes at least a little crazy. I was just confused on sending the SAT II scores as the Penn website only states all testing history for ACT and SAT (with no mention of SAT II), but thanks for clearing that up.

It says you may submit either SAT or ACT, so if my dd is sending all her SAT testing history, does she need to send the one sitting for ACT also?
