Would anyone be able to provide any link for summer programs (or programs for any other time of the year) for people in 9th grade, entering 10th grade next summer?
It would preferably have to be residential, and available to international students.
(it would also be great if it werent too expensive or offered scholarships)

I guess it depends on the field you want to enter
The least expensive programs tend to be ones that have stricter admissions criteria or are associated with less well known schools.
For instance, http://advance.nsula.edu/ is ~$120/day, whereas http://www.brown.edu/academics/pre-college/ is ~$275/day.
There are hundreds (possibly thousands) of residential summer opportunities for rising 10th graders.
preferably either anything to do with english, or STEM subjects
English as in ESL courses? Literature? Creative writing?
Length of program? (1 week? 4 weeks?) Guaranteed acceptance open enrollment vs guaranteed acceptance with qualifying test scores (what scores?) vs competitive admissions? Your kid will be one of the oldest vs one of the youngest? Regional program where most kids will have families drop off / visit during / pick up vs everyone just puts their kid on the plane? Ease of transportation from major airport?
Probably Creative writing, and any length of program (just not over 6 or 7 weeks) is great. I think a competitive admission would be most beneficial, and the age doesnt matter too greatly, as long as its a high school program. Also residential programs where you “put your kid on a plane” would be best.
