So I want to take summer school to cover some of my ge's at my UC school. However, if I don't get financial aid I don't think I can afford it. I know financial aid is available for summer but will this aid be taken out from the total aid I would receive for my regular school year for next year? Or is it an entirely separate aid package with no effect on what I would receive during the regular school year?

The Pell grant can be used to cover summer tuition, if you’re enrolled at least half time I think. It would reduce your grant for the remaining semesters though if the summer is considered part of the 09/10 school year.

My D has found that she can take some of her GE classes online through a CC that has articulation set up through her U. The cost per credit is very reasonable, around $130. Run it by your advisor for next year before you sign up to make sure, and be sure to have a transcript sent to UC when you’re done. Also, you might look at CLEP as a way to test out of some of the GE’s you don’t have AP credit for.
