Will work over the summer increase my chances for acceptance into UPENN?
What other activities during the summer would help my chances?

Working to support your college tuition can look very impressive, especially if you've worked consistently (even if it's just at McDonald's!) for all four years of highschool and have saved up quite a bit. Even to UPenn this must look pretty good. Many kids I know who have held down jobs a long time hold positions as managers/etc. alongside adults.

Another thing that would stand out to selective schools is if your work (even if it is relatively briefly, say, for one summer) is related to your field of academic interest. Making petri dishes at a lab isn't 'research', and being a secretary at a newspaper isn't exactly that impressive either. But if you publish a paper, or write articles and interview people, then that kind of work will also look good.

Starting a club is somewhat out of the question. But I still have some options:
1) Start my own small business
2) Get employment in a tutoring agency

what type of business? If you are worried that starting a club will be a last resort, starting a business can look the same way...

Yeah that may be a problem
But, im looking for some leadership options
Any ideas as to waht I could do to truly show my leadership skills?

Id go for #2 :)

2 sounds ok

1 is pretty complex with all the forms and laws (you may need to hire an accountant)

Do something ** you like **, not something you think colleges like.

personally I would go with tutoring if you want some cash. It isn't very fun though since the pay is low. The higher the pay, the more fun teh work tends to feel.
