SUNY New Paltz for an international student

I'm an international student, considering New Paltz. From what I can gather it has sort of an arsty student body? It is close enough to NYC that you can take a trip, and the town is decent on its own. + the tuition is acceptable.
I'll be a transfer, coming in as a sophomore but will be graduating there. What worries me is the amount of in-state student, which obv. is to be expected. I'm wondering, is it welcoming to out-of-state transfers? Is it a commuter school, or do people live on campus? Are the students still there on weekends? that kind of stuff. If anyone could assist me I would be truly grateful.

What I want is truly a nice traditional college experience, and an artsy student body. I feel like the East Coast suits me well and being close to NYC is really appealing (but I don't want to go to an urban college).

Turns out there is no on campus housing for transfers so thats a no go after all. Bummer, I really started to think I found my school…

Victoria, there are lots of off-campus housing rentals geared towards students, and a fair number are in walking distance of the campus. Some of the year-round rentals cost no more than 2 semesters in a dorm and you can probably feed yourself for less than the meal plan cost. The youth hostel in New Paltz also houses international SUNY students.
