Hi, I am an Indian high school student with acceptance from these schools. Money is not an issue, however, the quality of education needs to be good. Value of the degree is of great importance to me. Job opportunities must be available in plenty which is a top priority. IUB has a very pretty campus but I am not sure about their CS reputation as they do not have an engineering department. Pls. help me select the school that would yield good returns on the investment.

I’d expect you’d be offered a similar quality of education at all of the schools mentioned. If you were American, I’d say it doesn’t really matter which school you go to.
In the US, IU Bloomington and CU Boulder will be better known than SUNY Buffalo and RIT, though mostly because they’re big schools with big athletic departments.
I wouldn’t worry about IU’s CS being run outside of an engineering department. At least in the US, most employers aren’t going to have a clue or care as to whether a CS program is administered by an engineering department or not.
Maybe you already know this, but getting a degree at a US university doesn’t guarantee you a job in the US, especially if it’s only a bachelor’s degree. It does help a little, if only because it’s easier to find a job in the US if you happen to be in the US. You still need to be lucky enough to win the lottery for an H-1B visa.
