<p>I am certainly not advocating such a system, I was merely suggesting that a top 5% system is, in effect, the University’s unstated admissions policy for a large portion its instate students. The University has adopted this policy in order to avoid more draconian mandates from the General Assembly. Virginia legislators routinely introduce measures that requirie geographic balance among instate students which, in turn, pressure the University to maintain such a balance on its own.</p>
<p>I think the General Assembly should take a “hands off” approach to the admissions process at UVa since its financial contribution to UVa is too minimal to warrant that level of interference.</p>
