Super scoring/College Average ACTs

So let's say College A has an average income freshmen ACT of 25, and this college superscored the ACT, is this score the average superscored score, or is it just the average highest composite score?I have been wondering this for a while. The same question could apply to GPA. Is the posted average GPA the weighted core GPA, if the school weights it?
It seems like it could post problems when comparing schools as one's average GPA may be superscored and the other not. But it could also cause confusion to the applier if it was the other way around. So out of curiosity what do you think/know?

It depends on the schools. Google “College A”.
