“Need to know” relates to the full school record. One educ instution to another. Or one educ instution to districts or other recipients with various legit interests. That includes disciplinary history. The Ferpa coverage is an easy read, if anyone is interested.
I said above that adcoms know some schools have zero tolerance policies where even a kid tossing a baseball that goes astray and breaks a window could get a suspension.
And that adcoms take the GC and student reporting and review it through their lens.
On that note, @brantly is right: don’t play Eddie Haskell. Find the right way to describe this, appropriate to the infraction and what the college needs to read from you. Don’t compound the problem with rambling or excuses that seem to minimize.
