I am wondering if I can apply to a college/school and then once I get accepted, switch to another college within the same University?
Here are some examples of univerisities I am thinking about applying to
Cornell-Ecology- and then switch to science and art
University of Michigan- school of education(LSA) to school of information

In Cornell, its harder to change to another college.
Sorry I forgot, Carnegie mellon-from Dietrich College of Humanities and Social Sciences to mellon college of science
However, for cornell, I looked at the statistics for the school of art and science, 17,000 people applied and only 2,600 got in. The admission rate is pretty low.
Apply for what you want; generally harder to get in for something else and then transfer
Go to each school’s web site for the division you may switch into and look to see how difficult it is to switch into it.
Colleges are usually pretty smart about telling when students apply to a school for the higher acceptance rate and then try to do an internal transfer to another school. If you’re motive is just trying to get into the university at all by applying to the easier school, then don’t do it. You might not be able to and then you’re stuck in a program you might not like. That sort of backdoor entry just seems almost dishonest to me.
If you want to apply to Cornell’s Arts & Sciences, then apply there and not to Human Ecology. Just apply to whatever college has the major you want.
Also, the admissions data you posted in post #3 does not apply to internal transfers.
