Switching from ChemE to EECS

Is this possible (title) or impossible? If so how high are the chances of it (title) occurring?

Actually I take that back, that statement is only for people who want to change colleges.

Chemical engineering to EECS is a change of college, since chemical engineering is in the College of Chemistry.

However, if you desire to study CS, you can take CS 61A, 61B, 70 with a 3.3 GPA or higher and keep your overall GPA above 2.5, allowing you to change college into L&S ( https://ls.berkeley.edu/sites/default/files/advchangeofcollegepetition.pdf ) and then declare the L&S CS major ( https://eecs.berkeley.edu/resources/undergrads/cs/degree-reqs-lowerdiv ).
