Switching schools and Distribution Requirements

Hello. I am a high school senior who is probably going to Tufts this fall, and I had some questions that hopefully you guys can answer.
So I will be studying Computer Science. I applied to the Liberal Arts College because I thought that this school required less distribution requirements and had more of a sense of academic freedom. Now after looking and the specific requirements for Computer Science in each school, I feel like the School of Engineering would make more sense for me. So the question is, Is it possible to switch to Engineering when I matriculate? Is this frowned upon at Tufts? How soon would I have to do this?
Second question. I know that getting a second major is very doable at Tufts. I personally would love to second in major in something like Math or Quantitative Economics, which happen to be in the Liberal Arts College. So if I were in the Engineering school, would I have to meet all the distribution requirements of the Liberal Arts College to get a second major in this school?

TLDR:
Is it possible to switch to Engineering? Is this frowned upon at Tufts? How soon would I have to do this?
Would an Engineering student need to meet all the distribution requirements of the Liberal Arts College if he/she were to get a second major in the Liberal Arts College?

Thanks =)
