How about other top colleges like cornell and northwestern, are you allowed to switch??

you'd have to apply for a transfer after your first year.

even if you get accepted to penn?? even so how hard is it for a penn undergrad to transfer dept. in their own school?

There are four different colleges each is independent. You apply to the specific undergraduate school. I.e. Wharton is harder to get into than Nursing. It looks to me like you are just trying to back door get into the engineering school through the college. If you suck to much to get into the engineering school right off the bat just suck it up and go to your local community college. I'm tired of cheatArs like you.

haha no, i don't suck at math. I'm just kind of undecided at the moment. So i just want to know the transfer rate.

It is simply an administrative change. If you have good skills in math and the right background it shouldn't be a problem.

I'd look it up though. Might need a minimum GPA.

you need like a 3.6 or something I think

Isnt the acceptance rate higher for eng anyway? Sure the usual excuse is "applicant pool is more competitive" but it cant be THAT much more competitive to increase admissions by up to 10%. Of course im just speaking out of my ass in this case because i have no clue what the adm. stats for upenn are... but what I said is generally true.
