Syracuse or Northeastern?

Sorry, I know no one likes to see these apples v. oranges posts, but I really need some outside input. I think I need to remove one school from my list, and it's gone to a battle between these two. I might apply to both, but I was hoping for some opinions about each school's IR/law departments. Thank you!

PERSONAL STATS:
•2nd gen. Chinese female
•Hawaii
• 3.4 UW (Legit. good reason, upward trend)
•1960 SATs/710 Lit. SAT II/630 US History SAT II
•5 APUSH/Pending AP Eng. & Gov
•Taking PSYCH 1000 course at local uni, have taken POLISCI 1400 in the past
•Yearbook editor, debate captain, summer internship abroad, 200+ volunteer hours, etc.
• Psych./IR undergrad, planning to go to law school
•Would like some fin. aid.. Due to medical costs in the family
•Not really into Greek system or sports

SYRACUSE PROS/CONS:
• Don't think I can deal with weather
•Slightly "easier" to get into
•Doesn't SEEM to have as many opportunities

NORTHEASTERN PROS/CONS:
• Co op seems like good experience
•*Don't know as much about it, seems a little more uninteresting
• Better environment for opportunities

If someone is used to northern climates and enjoys winter sports, then Syracuse may be fine. However, if you are used to Hawaii, think carefully about whether you want to go to the city with the highest rates of snowfall in the northeast (120 inches a year on average). I would imagine it takes forever for spring to arrive, and you would be at college during the snowiest months.

Also, the economy in the Syracuse area was bad even before the great recession.
