Syrian transfer student can't pay much

hi,please help im stuck in an infinite loop with no way out
Im a Syrian student , 19 years old, I finished my first year in IT in my country's most leading engineering school/university,and was planning to continue but my country now is inhabitable due to a revolution against a bloodthirsty tyrant president, bad enough that i lost the academic year 2013 for this, as stupid as it sounds I DONT KNOW HOW TO ENROLL MYSELF IN ANY COLLEGE, I enter a university website and get lost there,no idea how! i wrote to half a dozen colleges in chicago they all told me this is not the way of admission,Im fluent in English,I speak french well and understand it even better,I got in my senior highschool year bacaloreat degree 95%, in my first -and only- year in my college I was classified the fourth student of my class,I have a computer maintenance expert certificate from ILAFTrain and currently enrolled in CISCO's "CCNA Exploration 1: Network Fundamentals" I work well and adapt quickly under pressure,BUT I Dont know how to follow the map of admission and paper work, bad enough that im foreign and in need of visa,I think I need a scholarship because my parents can only help me up to 10000$ first year till i stand on my feet alone (so much for paperwork) and im lost
bad enough if i enrolled anywhere probably i'll need to repeat the first year which is okay with me. I lost 2 years, fine
but the idea of missing the deadlines and losing a third year is devasting.please help, any college would work for me anywhere!
