Systems Engineering in 3 years, or Industrial/Chemical Engineering Double major in 4?

I am going into my third year of industrial systems engineering. I made some mistakes in my life, and so I will be graduating a little later than I hoped. Currently I am 25 years old. I am contemplating in which direction my life should be heading, and I'll be honest. I'm confused.

Here is my question. Is it better to graduate in three years with an industrial systems engineering degree (aka systems engineering), or to graduate in four years with a chemical engineering/industrial (not systems) engineering doublemajor?

Would having that doublemajor even really do anything?

My plan after the doublemajor would be to get my masters in Chem Engg at Berkley or Caltech, and hopefully by then I will have enough of a competitive advantage to make up for my lost years. For arguments sake lets say I get into these Universities to do my masters.

Would I be better off finishing my IsysE degree in two years and going straight into the workforce since systems engineering is supposed to be a rapidly expanding and desired field, or would I be better off pulling the switch and changing directions completely?
