If foreign language is what OP loves to learn and he/she keeps the 4-cores at the same time, I don’t see why not. However, it may not have much, if any, impact on college application unless you are applying to a specific program (e.g. international policy) that additional language may help and the school admit students directly into a major. Remember, there are plenty of tri-lingual or even multilingual students in the US. I know a bunch of students that took AP exams of their native language plus another world language that they learn at school.
Probably only 2 to 3 years may be required or expected at the minimum, though more (without displacing other core courses) would help at the most selective schools. Also, “history and social studies” includes the typically-required-for-high-school-graduation civics / US government type of course (AP US government may be optional at some schools). Other courses like psychology and economics can also count in this category.
