Tata scholarship vs need aware financial aid at Cornell

So I am planning to ed to cornell and my question is which is less competitive among these two.
Note:I need a lot of finaid

According to Cornell’s Undergraduate Admissions website, you DO NOT apply for the TATA scholarship, it’s something that you’re selected for if you’re admitted AND are eligible for need-based aid. Keep in mind that Cornell is need-AWARE for international students, so your need WILL be considered during the admissions process. To what extent, no one but the admissions process knows for certain. Selective admissions, except for those applicants with major national/international awards etc, is very much due to chance. If your academics (GPA/courses/test scores, if available etc.) match the published ranges and you have good extracurricular activities (read through CC admitted student posts, especially those from international admitted students, but keep in mind that CC tends to be a self-selecting population,) apply and hope for the best.

You can try running the financial aid calculators available on Cornell’s website, but keep in mind that they’re typically meant for domestic applicants. The calculators are also an ESTIMATE, not a guarantee of aid if admitted, so make sure you understand the ED agreement in full (domestic students are able to back out of the agreement if the offered aid package is not sufficient, however, I do not know if the same applies for international students–so contact the Admissions Office or read through the Financial Aid website.)
