Teacher recc privacy thing??

So i'm looking at the common app right now and under the "To the Applicant" section there is a box that has the "right too access" and you either waive it or you don't.

I attempted to read the blurb, but I don't understand it!
btw does this have to do with showing that you didn't see the recommendation your teacher/counselor wrote? i heard that if you indicate somewhere on your app that you didn't see the recommendation it shows that you didn't kind of guide your teacher into saying such things on the actual letter?

please correct me if i'm wrong, i'm an international student so my resources for guidance are extremely limited! thank you so much!!

I’m assuming you’re talking about the section on the bottom of the “School Forms” tab.

By checking the “yes” box, you are waiving your rights to read your teacher’s letters of recommendation. This means that you will not know what your teachers are saying in their letters about you. It is recommended that you check this box, as it lets the colleges know that what the teachers are writing isn’t influenced by your ability to know what they are saying.

If you check the “no” box, you will have access to your letters of rec if whatever college you end up at chooses to save them.
