I have three teachers who I know will give me a great recommendation. I am having a hard time deciding which two of the three to ask. Would it be a bad idea to send in three instead of the requested two?

Don’t send in three. Consider yourself lucky to have this “problem” and flip a coin.

i sent in three and was accepted
i think you’re allowed one extra supplement

Colleges usually want to see a third recommendation only when it will shed light on something that won’t be addressed in the two teacher recommendations. So if a third teacher knows you through your participation in an EC, for example, then it might be good to send it in.
