I just noticed that my first teacher rec says "downloaded", but my second rec (from a different teacher) says "submitted". What is the difference?

I'm worried that my first teacher thought he submitted the forms and letter electronically, but didn't by accident. Let me know if you can clarify between the two statuses.

I think submitted means that teacher has submitted his/her letter of rec.
And downloaded means college has recieved or downloaded. So submitted does not mean college has the letter. That’s how I see it.
Does your college only require 1 recommendation? If that’s the case, they might have downloaded just 1.
