My son goes to UNC out of state and now my daughter is applying. When my son applied, the teacher recommendations were not electronic. My daughter is applying early action but will not have her application ready until mid-October. Is that too late to get the electronic ecommendation in on time or should she give the teacher the paper recommendation form?

Your timing sounds fine. My son went through this process last year. What I recall is that UNC is insistent only that the application itself is submitted by midnight (eastern time!!) on the due date. The other application pieces–including teacher recommendations–can come in over the next couple of weeks if need be. As the admissions office explained, it takes several weeks for them to get the files ready to read and so they are not inflexible about anything other than the application (and fee!) itself. As for the teacher recommendation, the person who needs the time is the teacher him/herself! Once your daughter submits her application, she should regularly check her student portal to see if UNC is missing anything. Sometimes it takes a week or more for items to be listed as rec’d and she shouldn’t freak if there is a delay. Just stay on top of it. Good luck.
