Does anyone know, offhand, info about the following scenario:
Sister recently moved to GA from TN, but her son stayed behind in TN to graduate high school with the class of 2018 (living with our parents).
Will he have issues obtaining in-state tuition in TN, given that he went to h.s. all 4 years there, but his mom lives in another state now (with a different address?).

You will have to check with the policy of the particular college, but for most it follows the parents residency during undergrad. Many colleges offer in-state tuition to graduates of that state’s high schools regardless of parental residency (or even citizenship).
Your nephew may be in the fortunate position of having in-state tuition for both Tennessee and Georgia, but check the specifics with each college’s residency office.
