These are the admission requirements for Arizona State.

To be admitted to ASU, you will need one of the following:

  1. top 25% in high school graduating class.
  2. 3.00 GPA in competency courses (4.00 = “A”)
  3. ACT: 22 (24 nonresidents)
    ) SAT: 1120 (1180 nonresidents)

Just make sure any out of state college is affordable since your GPA could keep you from getting any significant financial aid.
