@moduhmcnic As you are a Washington state resident, I advise you to look at schools in the WUE consortium. They offer reduced OOS tuition for consortium state members, typically 1.5x in-state tuition rates There are many that are less competitive for admission, where a high standardized test score and a less than optimal GPA with an upward trend might work out for you.
Some Cal State campuses participate, generally the lesser ranked ones, but given your profile, these are the ones where you would have the best chances for admission. Northridge and Cal Poly Pomona are among them. So there are some options in the Cal State system that might be affordable for you.

I also recommend NAU (Northern Arizona), UNM or NM State, or Western Colorado. UNM has rolling admissions that extend fairly late into the spring so you could submit fall senior grades and get a relatively quick response back.
Be advised, however, that WUE money is finite so if you are interested in qualifying, it’s best not to leave your application too late.
Finally, in state, Western Washington is a lovely campus in a nice town but I’m not sure about admissions standards there.
It can be difficult to turn your life around after experiencing a trauma. I admire your perseverance.
