Are scores on the ACT, SAT II, and SAT I the only tests that colleges like MIT look at? Do they look at the yearly testing for each grade at the end of the year (for example in CA, it's the STAR tests)?

You can take a look at the MIT application here. You're required to submit the ACT with writing or the SAT I, and two SAT II Subject Test scores (a math and a science). If you have taken AP tests, they also ask you to report those scores on your application, but you don't have to send in an AP score report unless you are accepted and want to qualify for advanced standing based on your AP scores.

Other than that, there are no scores submitted. (They ask you to report your AMC10/AMC12/AIME scores on the app if you've taken them but that's optional.) If you wanted to talk about some other scores, you could mention them in the optional essay section, but no, they don't look at your STAR test results.
