Thanks! transfer chances at top schools?

hello everyone!

wanna say thanks in advance for any responses! this is my situation
I pretty much failed out of a university after attending for 3-4 semesters and ended with a GPA of 1.22
i took a year off (kinda had no choice lol) then went back to a community college that just recently consolidated with another university in attempts to raise my GPA.
right now i have a 3.6 GPA at this institution but my cumulative GPA is a very low 2.8.

I spoke with several deans of admissions and admissions reps of these schools.

University of Virginia
University of Wisconsin
University of Michigan
University of Georgia
University of North Carolina

Now i know that these are some of the top public schools around, but i would hate to settle for anything less unless i had no choice but to.
and though applicants of these schools have average GPAs of somewhere around 3.5, most of these universities have no minimum GPA requirement.

one of the university representatives whom i spoke with told me that an increase in progress and course difficulty would give me a chance to be accepted. She told me that they look at ALL applications.

although this gave me hope i would like a more realistic opinion from a third party.
i would GREATLY appreciate any opinions, advice, and questions!
thanks~

Anyone have any thoughts? Thankss

Admission counselors are going to say a whole bunch of encouraging words to everyone given that the school’s ranking is partly determined by how many people the school rejects. UWI, UVA, and U of M are going to be high reaches, and it might just be a waste of time to apply. The other schools are possibilities, but you do probably need to apply to a safety.

admissions counselors always say that stuff so of those schools are 3.5 and higher easily. I think you have a chance at other schools but even your new GPA is not that great at all. It is average, but it is worth a shot you never know.

thanks for the responses! and yeah I will definitely be looking into other safety schools, though the institution I am attending now is not a bad one. Do you guys think me maintaining a 4.0 for my past 3 semesters + a summer all the while managing a small business would increase my chances at all?
