<p>Consider Cooper Union. Cooper Union is a unique art, architecture, and engineering institution at which every student gets a full tuition scholarship. They have physics and chemistry there, although I’m not sure if they have majors in those fields (the website doesn’t say. They do have majors in chemical, civil, electrical, and mechanical engineering).</p>
<p>Then of course there are your CUNYs, which are really cheap for in-state residents - Lehman, City, Hunter, Queens, Brooklyn, York, College of Staten Island. The more expensive part of that will be living in NYC, but given that the tuition there is so low for in-state students overall they would still likely be cheaper choices than other places.</p>
<p>The SUNYs are more expensive but some may be affordable - Binghamton, Stony Brook and Buffalo may be obvious choices, but less competitive and therefore more safe are New Paltz, Geneseo, Oneonta, Plattsburgh, Osewego.</p>
