<p>Well he was forced into resignation by William II who wanted to run things all by himself. Consequently, William II ignored Bismarck's efforts to keep a balance of power in Europe, and more alliances formed, eventually leading to WWI.</p>

<p>Anyway, the Edict of Nantes was issued by Henry the IV because after he converted to Catholicism he still granted rights to the Huguenots. The Edict of Nantes basically still gave them the right to worship publicly and to hold office. Oh, and also to protect themselves in fortified towns.</p>
