<p>I had to look it up; it was an agreement made by the mentioned nations to reduce naval armaments after WWI. However, the specified amount of tonnage changed with each nation; it ended up giving Japan the most naval power in the Pacific.</p>

<p>Plessy vs Ferguson was about steamboats I believe? something in New York and how the company was monopolizing the steamboat industry, and therefore was taken to court.</p>
