I want to apply a uni in Arkansas state, however, I don't know which one is the best choice for a international student. Here is a list with all the options:
Universities:
1. University of Arkansas at Little Rock
2. University of Arkansas Fayetteville
3. University of Arkansas at Fort Smith
4. University of Arkansas at Pine Bluff
5. University of Arkansas at Monticello
6. University of Arkansas Batesville
Colleges:
1. Community college at Morrilton
2. Community college at Hope
3. Cossatot Community college of the U of A
4. Phillips Community college of the U of A
Accroding to all above Unis and colleges, I want to select the best one which can satisfy my needs listed below, they are sorted based on importance.
1. Only toefl score and an IB diploma/sertificate are enough to aquire admission
2. Tuition fee must lower than 20,000 USD per year
3. The one provides the best education
4. The one provides the best environment
5. The one has a good chance to transfer and find a job when graduate it.
It will be a great help if you guy can help me select one with reasons which can satisfy my needs. Thank you.

Define best education. What do you want to major in?

Define best environment. What is a good enviornment to you? School spirit? Fun students? Laid back and friendly students? Parties? Intellectual and intense academic environment?

What kind of job do you want when you graduate? If you want to work for Walmark, going to a school in Arkansas makes sense. If you want to work in the East or West Coasts, Arkansas may not be your best choice.

Can you share with us your grades, class rank and SAT/ACT scores?

Why are you stuck on Arkansas?

For my understanding, best education is determined by the Uni's compulsory rank ( employement, major etc.)
And best environment means abundant and flexible social/campus activities, besides there should be many international student. Of course, Intellectual and intense academic environment is very important
I haven't decided what to do when I graduate my b.a, if my family and I can still be able to afford the tuition, then I shall do the m.a. Otherwise, if I can find a job somehow related my major (computer programming/web design) during my b.a program, then I shall take the chance, of course I won't work in Arkansas if there is no good job for me

The Arkansas public university system is not particularly known for excellence. I would pick another state.

Unfortunately, I must agree with Momof whildchild. Arkansas isn't that good. But unless you share your credentials with us, we cannot really help you.

As an Arkansas resident, I know that our colleges aren't exactly the best around.

However, you can get a quality education at a lot of them, if you're a determined student. I'm only tempted to ask: Why Arkansas? And what exactly are you seeking in a university?

U of A Fayetteville is the only one worth considering, if it's worth considering.

UALR is getting better and better fast (when I visited there were a lot of foreigners who were the best students at the school), and the University of Central has a good honors program. The average ACT in the honors program is 31 (not bad for AR) and you get full scholarship automatically with that score.

Overall, U of A Fayetteville is the best with its resources (Walton family donated the single biggest donation ever to a college: 300 million) and breadth.

Fayetteville is just about the only way to go in AR unless you're going for physical therapy or pharmacist (then UCA).

UofA, Fayetteville >>UCA>UAFS>UALR

i'm not gonna lie that the girls were smoking! (i'm going to miss that) and most drink a lot. the parties were fun and you could find them everywhere, all the time.

it's not a bad school for sure, but it isn't anywhere near the upper-tier schools usually seen on this site.

as an aside, i was accepted as a transfer to UChicago & Wharton -- at least says that fayetteville can get you somewhere

Nice work with the transfers.

I have no Arkansas connections and I am tempted to wonder if the folks in this thread who belittled its colleges have any real knowledge of the higher education resources in the state.

That being said, I have read reviews of Hendrix College that highly recommend it. Also, the poster might want to seek an opinion from UA-Fayetteville alumnus and multimillionaire Jerry Jones, and from members of the and the Sam Walton family as well. LOL

Of all places, why Arkansas? (yes, I'm another Arkansan)

The only two places in Arkansas worth considering are Hendrix College and UA - Fayetteville, probably only Hendrix. Hendrix is a nice liberal arts school. I'd recommend Fayetteville only if you can get a full scholarship with a stipend, or if you're an instater with lots of connections.

Actually, a lot of Arkansas colleges don't have great reputations, but are worth taking a look at. Many of them have programs and schools that are stronger than a lot of people may assume. I'd see what I can find out from the schools themselves.

Naaah.

I just noticed that you only have a TOEFL score and an IB diploma. All of the schools on your list require ACT or SAT scores.
