I am going to be overseas while my application to Yale is received. I am wondering whom I should contact about an interview. Would it make sense to get in touch with the people who deal with international students? If I am unable to schedule an interview, how detrimental should this be for my application? Thank you.

You can call the admissions office and schedule an interview when it is convenient for you. They can also send you a list of alumni in your area whom you can contact for an interview, again at your convenience.
If you are going to be gone the entire semester, don't worry too much.
Interviews are not required, and a lot of kids are admitted without them. I would think if you inquire now, you should be able to work it out, however.

should the interview be done before early apps are due or after?

Alumni interviews aren't available until Yale has received your application. If you want to interview in New Haven, you would be more likely to get an interview before apps are due and the place goes crazy. Also, to the OP, alumni interviews are available in major cities abroad.
