Theory v. Practice RE: Non-traditional students

I've been looking at different admissions websites and many of the residential LACs state that they welcome non-trads, but when I check their common data sets (many are posted here), they're in the 0%-1% range. Why do these schools have so few non-trads? I understand that the great majority of non-trads are in two-year and state schools, but I still find this curious. Perhaps many LACs don't have need-blind admissions, and thus applicants self-select to an extent.

Any thoughts?
