When does the Financial Aid Office consider an application?

With all the thousands of applications, particularly at selective schools, it seems that the FA office would be overwhelmed. Is every applicant who has applied for aid reviewed at the same time as admissions? Or does the FA office review only applicants the admissions committee has accepted and has passed on to them?

If the ivies, for example, are need blind, then why would the FA office need to consider an applicant before accepted? Preparing an aid package before acceptance would be a lot of wasted time. Don't you think?
