When university websites say that ^, are those requirements set in stone? My GPA does not meet the requirements for many scholarships, but I hoped it would matter that my latest, junior grades are such an improvement on my sophomore ones.

The requirements are what they are. If they started making exceptions left and right, there’d be no point in publishing the requirements.

But, you’re only in the first half of your junior year. You’ve got another year before anyone’s going to be looking at your GPA . . . so just keep working on it! :)

Are these automatic or competitive scholarships? You could always call and ask, but while I have known people to have a little bit of wiggle room with automatic scholarships (ie, getting moved from 3/4 tuition to full tuition when they are a little off and they have competing offers), but it is unlikely that it make a difference in competitive scholarships, where most applicants (and especially the recipients) will have exceeded the minimum GPA requirements.
