I was wondering how one goes about becoming a high school guidance counselor. I think I would really enjoy helping kids get into the colleges of their dreams.

Should I major in education as an undergraduate? Would I need to get an MA or EdD to become licensed?

I really love philosophy, so if I could major in that undergrad, would I still be able to take the GRE and go to a master's of doctoral program for edu?

I don’t really know how public schools work, but in private schools, the Guidance Counselor has studied psychology and done special post-bacc training in counseling. They are there for kids having emotional and social problems. A College Counselor spends his/her day helping kids research and apply to college. Why not contact a guidance conselor or a college counselor in your area with a friendly, professional email and ask them how they got their job? (schools often list contact addresses on their websites) Likewise, if your college has an Ed Department, one of the professors there should know what the requirements are. Good luck!
