So i was checking my to do list for one of the schools i was admitted to and it says that i have to fill out a Signed Student/Spouse Non-Filer Statement form, but when i saw the form i was like why do i need to fill this out because 1. I don't have a spouse and 2. I have never had an employer or a job so i was wondering if i still have to submit the form because if i do then ill be basically just faxing over a black paper with only my name and signature on it

You have to submit the non-filer form for yourself so that the school has evidence that you really, truly, are not filing a tax return this year. So yes, indeed, your signature on that “blank paper” is important.

It is likely a general purpose form so you leave the spouse half blank or put N/A

That’s the whole point. If you’ve never had a job or employer you don’t need to file a tax return so by signing this form you are attesting to the fact that you’re not required to file.
