To whom should teacher recs be addressed?

<p>Alright…to whom should teacher recommendations be addressed? I can’t seem to find any information on that.</p>

<p>I ama teacher and I sent letters either addressed to the Admissions Dean, XXX College, or if to a scholarship and no one known, To Whom it may Concern.</p>

<p>Doesn't "To whom it may concern" do it?</p>

<p>More specifically, doesn't the guidance office do it?</p>

<p>Guidance office may address the envelope with everything in it, but the letters written by the teachers themselves aren't addressed by the counselors.</p>
