<p>I just wonder why should the correct answer be E but not A or C?</p>

<p>Both verbs are used properly. "Reported" matches with "newspaper," and "are" matches with "people."</p>

<p>So it doesn't matter tenses are different?</p>

<p>Not in this case, because the verbs are not describing simultaneous actions.</p>

<p>the sentence is correct.</p>
