Hey can someone clear this up for me, im an international student from Canada
Can I apply to MIT with a TOEFL exam and a Physics subejct test and Math 2 Subject test instead of doing sat or act?
would that but my chances lower than other international applicants that took SAT instead?

So I think you should be doing SAT instead
IMO, you are already taking very low odds of admission and making them even lower by not having an SAT or ACT score.
I agree with the above, @Guydude01 – this isn’t a very good strategy for MIT and it’s probably not even allowed (assuming you study in an anglophone school).
MIT requires either the SAT or ACT, plus two subject tests. The TOEFL is taken if you are not a native English speaker.
The OP is omitting some key points, so I’ll fill in.
The OP currently lives in the UAE, a country why Emiratis comprise 11% of the population so the common language is English.
He attends an international school, therefore the language of instruction is English.
So to answer the question, you can if you want to be literal with the instructions, but you shouldn’t
