TOEFL instead of SAT if lived in the US for only 3 years ?

Hi, I am a junior (class of 2010) in a US high school, I moved to the US and started 9th grade about 3 years ago so although i speak good English, I am not as good as those who lived in the US their whole life. This lead me to have a low score ( around 450) on the English sections of the SAT that I took last march. I can study and improve my score but not by much since English is not my first language.
Is it possible to take the TOEFL(Test of English as a Foreign Language) instead of the SAT and have it considered by US universities in addition to my US high school GPA??
I know that the TOEFL is accepted for international students but is it accepted for local residents but non-native speakers who moved recently to the country?

No, sorry, you’re going to have to take both tests. Your TOEFL score and an explanation by your counselor will show how you’ve only been exposed to English for a limited time. Read a lot of books! This will help you tremendously on both tests. I would suggest you only take the SAT your senior year and study a lot until then.
