TOEFL major query.

okay so guys i am giving toefl and i have a query.
the reading section. the last question in each part of the reading section is worth more than one point. most prolly 2 or even 4 points. there are suppose 3 reading passages with 13 questions each. so total questions are 39. according to the scaling grid on toefl book, it says that the maximum score obtained is 39 which is then scaled to 30.
now the problem: if every question is worth one point so 39 questions make 39 points. BUT THE LAST QUESTION IS ALWAYS WORTH MORE THAN ONE POINT SO IF WE COUNT IT AS SUPPOSE 2 POINTS SO IT MAKES POINTS MORE THAN 39. then how the hell would we compare it to the scaling grid when the highest number is only 39 and not more than that? PLEASE ANSWER ME I AM DYING.
