I'm a domestic student, but my parents were both born out of the country. We don't speak English at home, and naturally my critical reading scores have been lower on practice SATS when compared to math (high 600s vs. high 700s). Should I take the TOEFL, or will MIT understand my situtation and not penalize me for the low verbal score?

A score in the high 600s is not "low".

If you feel like you would score better on the TOEFL, you're free to take that too -- MIT will look at the score that presents you in the best light.
