hi!

i have a question: if the university i'm planning to apply requests 100/120 on TOEFL iBT, is a 100 enough for me to have equal chances like someone who score e.g. 115?

what i want to ask is, do colleges and universities look how high is my TOEFL score when i'm applying, or they just want to know if i met their requests and made a 100?

Usually, they don’t care much, but if they don’t require a SAT score, it might be somewhat more important.

they don’t care, unless you get 120. Other than that, everything between 101 and 119 is the same as 100.

^ Why would 120 be special, and significantly more so than 119?

I am with everyone who says that your actual TOEFL score doesn’t matter, as long as it’s not so low that it raises a red flag. (This includes subsections. A speaking score of 15 is problematic all by itself, even if your total score comes out above 100.)
