if I got a 99 on the TOEFL and the schools I am looking at want an 100, will they really not accept me over 1 point ?
Your admissions are not determined by your Toefl score-because it is just a gauge of how effectively you communicate. But it might raise some red flags if your subscore is extremely low in a particular section. Top schools usually look for a minimum of 25 on each section. So if you scored less than 20 on one of them, you should probably consider retaking it.
I believe the minimums posted are rock bottom minimums. If you don’t speak, write and understand English at a college level you may find that your grades are rock bottom. Instructors won’t and shouldn’t use two different standards for US residents and for international students. In top schools, students are expected to be able to write papers at a high level. They won’t excuse problematic grammar for those for whom English is not their native language. So the minimal Toefl scores are not just intended to be a way to place student in ordinal positions or construct barriers. Scores below those minimums suggest that student does not have a sufficient command of English to do well in a US college.

the only reason I took the TOEFL is because it was required because I was not educated in english
