<p>Depending on your major I would say you have a good shot at most state colleges… for example FSU, Arizona state(which is a great school to study at if you want to become a social worker, etc), </p>
<p>I’d say Penn is somewhat of a match, but I have no test scores or ECs to consider, which as you know can sway your “verdict”. </p>
<p>I’d say you’re a match for all schools you mentioned, but maybe a reach for Stony Brook and Syracuse. But hey, my GPA is almost the same as yours( freshman in college) and I know whole fraternities with lower average GPA’s than both of us! So you’re “average” GPA is fine. Not everybody can be “SuperGeek” and get all A’s… and some smart kids might just be underachievers or go to a shi*** school 
Luckily colleges know this, and their opinions are the ones that matter… not what a bunch of 17-18 yr olds with no life experience tell you :)</p>
