I have three years of credits and want to transfer to a top school, such as Cornell. Can I do so, as long as I stay for two more years, or would I be prohibited from transferring altogether?

You would not be prohibited from transferring, but each school will have their own policies regarding how many credits they will accept (if any - there are no guarantees).

When younger D transferred to Smith, there was a very clear policy about what courses were accepted for transfer, and which ones they would never accept.

last I knew, you couldn’t transfer more than 60 credits.

Colleges do have a limit – it’s well possible to achieve so many college credits that another college won’t accept you as a transfer.
