Top 10% of class

The upper half of UC schools all have almost all of their students in the top decile of their class, yet the UC admissions process doesn’t ask for class rank. Do all of these students have a high numeric GPA, or are all Californian A students in the top decile? Does an OOS student in 2nd decile have a chance at Berkeley, LA, or San Diego?

Almost all of the public high schools in California submit the transcripts of the top 12.5% of their junior class in the summer before their senior year so UC can calculate the top 4% for admissions purposes under the state "eligible in the local context" program which guarantees admission to the top 4% from each school. So UC can calculate who's in the top 10% and who isn't - from those schools at least. The UC's place great emphasis on grades, less on test scores. How that impacts OOS applicants outside of the top 10% in their graduating class I can't tell you, but I wouldn't think it was good.
