I have decided to follow my real passion… Mechanical Engineering.
My GPA is 3.83 W 3.77 UW. SAT 1280/1600 and ACT w/writing 26.
What would you all say are the top 4 CSUs for mechanical engineering?

Both cal poly’s, san jose state, and maybe sdsu?

I concur that Cal Poly SLO, SDSU, Cal Poly Pomona, Long Beach State and San Jose State. They are also listed by selectivity with SLO being the most difficult admit.
As long as the ME programs are ABET accredited, you will be fine at any of the Cal States.
